No business recycling programs ?

I live in Naperville, IL and am surprised that such a progressive municipality does not have a coordinated recycling program for businesses. I have asked a few local business owners what they do with all their plastic and paper, etc. particularly laundromats, which generate tons of plastic in the form of soap & softener containers and they said that there is no program in place and it gets " dumped in the back " with the rest of their refuse. No sorting of items, nothing.
